If you have a society that educats people, give them oppurtunities, puts the needs of average people above those of the wealthy, you get low crime rates and low incarceration rates.

If you have a society that doesn't educate people, doesn't provide them with oppurtunities, turns the penal system into a profit making operation for big corporations, and make sure that any idiot who wants a gun can get one, you have high crime rates and high incarceration rates.

The UK only has a recidivism rate of 50%. That's pretty impressive, given the fact they only lock up 78,000 compared to our 2 million. Japan it is 46%. They lock up less than 70,000. (Oddly, Japan has seen an increase in crime amongst elderly people.)
