I used to do the same thing when I lived in NJ with cigarettes. My parents lived in the south. I would fill my car up with cartons. My friends started to give me money and to get them cigarettes too

Like the article said, when Phili tried it everyone went to the burbs and bought it. Which means the city lost all of the taxes from the grocery bill.

We used to do Coors Beer runs from Boulder to Detroit before it was legal there....the Milwaukee brewers claimed if beer wasn't pasteurized it turned into poison. We'd rent a U Haul fill it with Coors and block ice and light out for the Motor City. $50 a case no problem in the early 70's.
