Most of the supplies were probably stolen at the plants producing the supplies. Expecting anything else in a kleptocracy like Russia would be insane. Just like the explosive armor panels filled with egg cartons, the theft wouldn’t be discovered until the supplies were needed.Well unlike you, I've seen the bunkers and they are also deep underground, usually in excess of 30 feet. So those bunkers are far more credible than YOU think.
The bunkers aren't primary targets, usually they are in cities or offshoots of subways that are targeted for airbursts. 30 feet is over kill depth.
Some are deeper than that and could survive direct hits.
The supplies, usually enough for 20 or 30 thousand people for years are still there...just fine. Not stolen yet. Getting into said bunkers usually requires some god damned spelunking through air ducts and some tooling to get through very tight spaces. You're not smuggling out equipment with that kind of tight fit.
