The Unspoken Obstacle to repeal is simply this: Once Americans get used to a government benefit, you can never take it away - even if it is stupid, counterproductive, unjustified, or unconstitutional. While ACA was a disaster from a public policy standpoint, it did benefit - and is still benefitting - a lot of people, and those aspects of the law are now cast in concrete.

All Republicans can do is to do a number of things to ease the burden on working people who are paying through the nose in order to supplement the Insurance Pie, to provide benefits to those with costly medical needs.
