He is a pediatric psychologist who happens to have mental illness.

In March 2020, he flooded nursing homes with COVID patients, undoubtedly killing lots of old people.

In May 2020, he then moved his own mother out of a nursing home, so that his mother did not experience the same fate.

As Assistant Secretary of Health, he advocates for genital mutilation of per-pubescent children, a procedure which creates a lifetime of physical and mental trauma.

Why don't you tell us why he is qualified? Things like becoming the first openly transgender four-star officer in any US services as well as the first "female" four-star admiral in the Commissioned Corps is not a qualification, BTW, but that seems to be his main qualification.
