You're right, they could. But that's when a little common sense enters the picture.
For example, Obama is out touting the 5.1% unemployment rate, meanwhile no one is talking about the Labor force participation rate. Why? Well, answer this; would you rather have 5.1% of one dollar, or 5.1% of one million dollars? That's the difference. So yes, the 5.1% figure looks good, but about 2-3 seconds of actual digging indicate that it's not.
Also consider how this administration views job 'creation.' Using their metrics, if I get laid off from my six figure management level position, and after a year of fruitlessly searching for something else, I accept two minimum wage level jobs just to have *something* - well that's a job creation success! Obama has literally 'created' two jobs where previously only one existed.
