Seems like the same places get hit every year in the worst tornados. If a place has been hit more than once and people wanna rebuild is it really so hard to build homes slightly below ground-level? I've seen underground homes, and you'd think in a tornado-prone area in particular every home should be build a foot or two below ground.
Shelters are usually below ground which is great for saving life. But if your home is blown off the foundation anyway, why not rebuild the new one udnerground? Isn't putting it right back on the foundation just tempting fate?
Though about other things, this commandment comes to mind,
# To slay the inhabitants of a city that has become idolatrous and burn that city (Deut. 13:16-17) (affirmative).
# Not to rebuild a city that has been led astray to idolatry (Deut. 13:17)
So how about taking a major tornado hit on your town as a sign from God and instead of rebuilding it (to be destroyed again) you build it a couple feet below ground just in case? Save a ton of heating and cooling. And instead of having to run to your shelter, your entire home's a shelter.
