That he's the one saying it.

His poor leadership has gotten us to the point where we are now. He's the one who tried to sweep the LaQuan McDonald Shooting under the rug so he could get re-elected in 2015 instead of grabbing the bull by the horns and demanding real police reform. He's the one who allowed the relationship between the CPD and the community to disintegrate to the point where people don't call the cops, and cops don't respond unless they have to.

Actually a couple of reasons.

First, we had a pretty strict gun control law that kept the murder rate down, but then that was overturned, so we had an influx of guns.

Secondly, the Feds rolled up the big gangs that controlled much of the drug trade, but as a result, a lot of smaller gangs have popped up, fighting over terrirtory and customers.

Third, after a series of incidents of excessive force by the CPD, most notably the LaQuan McDonald case, there has been a serious deterioration of both police morale and the relationship with the community.

fourth, because our jails are already at maximum occupancy, and there isn't money to build more, the judges are letting people go they probably shouldn't.
