The narrator's comment notwithstanding, having stayed at many a Four Seasons and Ritz-Carlton, the Peninsula in Hong Kong, Tokyo, Shanghai, Beijing and Bangkok, most of the Morgan Group properties and a host of other luxury hotels, nothing I saw struck me as even remotely resembling one.

Perhaps you watched a different video than the one you posted? The last prison noted is the Justice Center Leoben, which is clearly stated as being in Austria. California has not annexed Austria.

• If one is going to behave criminally, doing so in Norway gives one a fair shot at being incarcerated with many of the amenities typical to life outside of prison.
• Some nations see rehabilitating miscreants as more important than exacting retribution and punishment.

The point being that foreign countries have a lower recidivism rate because they try and educate and rehabilitate the convict instead of locking them in a hole for life?
