And whether or not this crime is routinely ignored in that town is irrelevant to THIS case. In other words "but other people do it all the time" is not a legal defense.

There are laws against cops being assholes and it is called discrimination. It's a federal crime and the cop can be charged by the feds and the victim can sue the cop for everything he owns. Yeah...or the cops played loose and fast with the distinction.The way I understand it...if the police detain you, you can leave at any time if you don't want to cooperate any more...if they want to keep you from leaving, that's when they have to arrest you.
