The basic fact is that Muslims and Christians, the descendants of the indigenous people of Palestine, the natives of Palestine, were subjected to European colonization by force of British arms and lost their lands, homes and their right to self-determination guaranteed to them by the signers of the Covenant of the League of Nations. All Palestinians who normally lived in the territory the became the Jewish state would become citizens of that state. That means that all of those Palestinian refugees are, by law, Israeli citizens. It is not a matter of immigration. It is the right of the people to return to their country where they are citizens.
