If Pete has future aspirations of being a senator or governor he really had no choice but to drop out. If he stayed in he would face blame on taking votes away from Biden regardless of it's true or would have made a difference making it harder for him to get support should he chose to run again or for a different office. Amy and Warren are both senators so they still hold some value and would be able to deflect any blame they will receive for staying in the race.
