Not according to the Constitution, the USSC over ruled a valid action, which shows the conservative led court is stepping over it's boundaries.

Nope SCOTUS ruled that the procedure violated PENNSYLVANIA state law. Any action taken in violation of the SCOTUS ruling is a criminal action.
