Pennsylvania GOP Revives Plan To Rig The Electoral College

The electoral college is supposed to avoid control of the majority. The way it has actually worked out is that the entire state is controlled by large cities whose population alone is greater than huge proportions of the rest of the state. If it were not for Los Angeles and San Francisco, California would be a republican state.

Same for NY ,the rural areas are disenfranchised on election day and ignored during campaigns.
