Two Pennsylvania state representatives are bringing back an ill-conceived 2011 plan to divvy up its electoral college votes by congressional district. Gov. Tom Corbett (R) originally proposed the idea, which would give one electoral vote to the winner of each congressional district. Had the plan succeeded, Pennsylvania Republicans would have delivered 13 of the state’s 20 electoral votes to former GOP candidate Mitt Romney.
After President Obama decisively won the state, Reps. Robert Godshall (R) and Seth Grove (R) are reintroducing the proposal. In a memo released Wednesday, they admit that Republicans are no longer competitive in Pennsylvania:
Under this legislation, one elector will be awarded to the winner of the plurality in each congressional district and the remaining two electors will be granted to the winner of the statewide popular vote.
I believe that the Congressional District Method will increase voter turnout and encourage candidates to campaign in all states rather than just those that are competitive. Most importantly, this method of selecting presidential electors will give a stronger voice to voters in all regions of our great Commonwealth.

Main and Nebraska ,Colorado just barely missed changing back in 08

Right now the electoral college, for the most part, is winner take all. By dividing it up within the state between the parties, based on popular vote, the electoral college becomes useless for it's intended purpose. While it does bother me that the only way Democrats win is due to the rural population, I still believe the electoral college is the best way for smaller states to be heard in elections.
 
Let's be honest about what Pennsylvania Republicans are doing. They know they have a Blue State in Presidential Elections and they will never get the state to vote for a Republican President

They do however, have a large number of Republicans in the state legislature. By splitting the electoral vote, Pennsylvania becomes a wash in electoral votes......a win for Republicans

The electoral college is the ONLY way small states can be heard. That is why they will never support a popular vote amendment
 
I honestly believe that the best way to settle the Electoral College conundrum is to go back to the way the Founders established it!!!

Representatives serve constituents of districts drawn up by state legislatures based on population.

State legislatures elect Senators to represent interest of their state.

Senators nominate individuals to be chief executive of the United States. Individual districts indicate their preferences, sending electors to show their preferences. Those electors join with those representing the senatorial seats to join and vote on who should be president.

It should also be noted that many of our Founders strongly opposed political parties indicating how they would do their best to taint the process in our Constitution as ratified by the various states.

Remember - We are NOT a democracy!!! We are a Representative Republic with power given to the States - not the federal government!

Iam not in favor of popular vote,but proportionally awarding elector votes would be a good tweek
 
The electoral college is supposed to avoid control of the majority. The way it has actually worked out is that the entire state is controlled by large cities whose population alone is greater than huge proportions of the rest of the state. If it were not for Los Angeles and San Francisco, California would be a republican state.

There is nothing wrong with a state deciding to split its electors up. Its the right of the state to determine how to calculate which electors they send to the electoral college.

"Each State shall appoint, in such Manner as the Legislature thereof may direct, a Number of Electors, equal to the whole Number of Senators and Representatives to which the State may be entitled in the Congress: but no Senator or Representative, or Person holding an Office of Trust or Profit under the United States, shall be appointed an Elector."

Remember two electors each state would still be determined by popular statewide vote, as the two sentators consitutencies are the entire state.
