American forces should no longer be used as a projection of force. It's time for individual countries to take care of their own defense and internal policies.

American forces should only be used to protect American lives and American property where threatened and to provide quick and totally NON-proportional retribution where necessary. Enough to make attacking American lives and property a painful exercise.

If the ISIS or any other group want to terrorize their own citizens, that's a matter for those citizens to resolve. America can not be the police of the world, nor can they be expected to solve the ills of the world.
 
I'm thinking of this address in the context of tonights retaliation against Soleimani. I am willing to bet if Reagan were alive today and he was given the information about his whereabouts, he would made a similar decision.
