If someone is abusing their wife, why wouldn’t they be locked up for assault?

Actually, no guns are being ‘taken.’

The measure wisely and appropriately expands and clarifies what constitutes domestic violence, rendering as prohibited persons those convicted of such a crime, or subject to a court order, having been afforded comprehensive due process.

As prohibited persons they’re disallowed from purchasing firearms from licensed dealers to begin with, having no guns to take.
