If you were to look at the quotes in isolation of the larger picture - like the quote you gave - it certainly reflects many aspects of the Bush administration and of the more extreme of the rightwing's views.

That seems to mean, pursuant to paragraph 6(B) they have to go through the Health Insurance Exchange with public health option ALONGSIDE private plans."

So it doesn't provide what you say it does.

I might also add that if you choose not to have health coverage you will be fined and enrolled in a program whether you want it or not. Bottom line is there is no option public or otherwise.

It's a long read but I urge everyone to read it. Lord knows your representatives ain't. But I must admit it's not written for the average citizen to understand.

Just in what you've posted, but not allowing "insurance companies can't circumvent the legislation by offering new policies except in accordance with the terms of the legislation" is how the government will crush the private sector because the Gubbamint is not motivated by profit and will undersell all the insurance companies and every employer in America will give their employees the Gubbamint Insurance gruel and that's the end of the private insurance business.
