If a person set up shop in an area like you mention teaching english and job skills to people, for free for a year, they could stand a chance at getting a job. The person teaching the course could require 1% from each (or less depending on volume) per year as a fee. -The teacher only gets $$$ as the student does. Win/Win.

The term can be whatever length is agreed upon.

Private solution, no taxes or government BS nor handouts required, everyone wins, and the economy gets better.
