Except this money was placed on HOLD. As the article says, the tradition / history has been that all money put on hold by Congress is honored by the Executive Branch....except for Barry and this money.

Giving money to our allies is not a surprise. What is a slight surprise is Barry breaking that tradition of respecting a Congressional Hold on money so he can give it to a terrorist organization whose charter calls for the destruction of our ally.
