I'll note a couple of distinctions between Reagan handling HIV and Obama handling Ebola: Reagan wasn't aware of AIDS-HIV nor was he briefed about the dangers of it before he assumed the Presidency. He didn't ignore AIDS for 6 YEARS like Obama has Ebola.

Here is one reason why we don't have a Surgeon General.

Democrats who control the Senate could have confirmed Murthy without any help from Republicans under rule changes enacted last year that allow confirmation with a simple majority.
Senator Reid has not yet tried to bring up the nomination, due, no doubt, to the bipartisan opposition.

Another reason is Obama refuses to name a more acceptable candidate for Surgeon General. And the third reason is, Obama did not bother to make a recess appointment when Congress was out of session.
