"Public view" applies to a wedding cake admired by all attending the wedding.
 
That depends on what state regulations say. If state regulations say you must serve everyone equally, you have to serve everyone equally. If the state says you can serve people at your discretion, you can serve them at your discretion.
Serve booze to someone underage or already drunk??? Would you sell booze to someone who told you they wanted to get a 12 yo drunk so they could defile them?? REASONS matter.

I think he should simply make it clear from the get-go that every cake he decorates will have a Bible verse of his choosing on the top.
 
The legal verbiage declares (with various arbitrary criteria) certain business to be "public accommodations", which means that have to do whatever the state tells them.
They are free to go into another line of work, which is not a public accommodation.
