The convoluted reasoning behind this is typical Leftist/Progressive thinking. Never blame the perpetrator – blame the victim, especially if the rapist is Muslim. Grrrrrr.

So how did Austrian police respond? They told the victim to dye her hair:

At first I was scared, but now I'm more angry than anything. After the attack they told me that women shouldn't be alone on the streets after 8:00 pm. And they also gave me other advice, telling me I should dye my hair dark and also not dress in such a provocative way.

Indirectly that means I was partly to blame for what happened to me. That is a massive insult.

And how does that excuse Islamic culture for seeing women as chattels to be used and thrown aside. In the UK 90 % of all child rapists are muslim adult males that are second or third generation. They know it is illegal and still they groom 12 year old girls, then threaten them when they try to escape. Two known cases of murder that the police don't have sufficient evidence to convict muslims on.
