While this was possibly an over-reaction by the Govt employees union, the display was grotesque and extremely insensitive.

What I find odd is it was supposedly sitting under a box of military coins, and yet these union members just now happened to notice it in an open lobby where anyone has access and the Congressman knew nothing about it.
