The problem is that the estimated "benefits" are just that, estimated. They are based on studies of dubious value. On the other hand the costs that the power plants will incur are very real. One would assume that the government would take and use the studies that match thier own views on the proposed regulations.

Its also easy to make rules when someone else has to pay for it. if the government was so interested in people's lives why doesnt is help out with the costs of the plant upgrades?

This will probably cause alot of places to switch to oil/gas instead of coal, increasing our dependance on foreign sources. They could also go to wind/solar, but they still need base load production capability and wind/solar cannot do that.
