If someone sketchy showed up at my door asking questions about who lives in the house and they did not show me an ID badge, I'd shut the door and report it to the police.
And the LAST THING you want to do is tell a stranger with no ID that the owner is in the hospital.....I smell a scam, possible casing of the premises and the OP is so fogged by hatred of the government that she fails to see the real issue.
Both the census worker and the patrons can have their bad days. In 2000 I stopped at a lady's house and it was a bad time. Her washer was out of balance and thumping and a baby had a poopy diaper. So I got her number and called her back later and did the interview over the phone. Census workers are required to make the first visit to the site in person but after that can arrange to do it by telephone.
We try to work with the patrons and don't want to be a burden or any more intrusive than is necessary. I think this year's questionnaire is less intrusive than earlier ones were.
