The principle has been that only the truly needy receive the aid. In Spokane, SNAP cards were issued to EVERY family of school age children in the district regardless of income to ensure that free breakfasts and lunches continued during the summer while school was out. No one complains about aiding those that are down on their luck. The complaints come when families that earn six figures are receiving that aid. BTW, the justification was to use EXCESS covid relief funds. That is not covid relief and the money should be returned to the treasury to pay down the debt.
