To those in favor of this across the board, I have a couple questions. Will these be administered by state sor decided at a federal level? How many times a year or month, or week, will these tests be administered? Will Marijuana be unacceptable, but tobacco and alcohol be fine and dandy? Why are those substances any more acceptable in your eyes? What about states which have legalized mmarijuana for medicinal or recreational use? What will the test panel cover as far as substances go? Will this apply to those getting tax credits, which is essentially a government check, or will the line be somewhere else? How about we just get rid of welfare?

People are going to drugs whether you like it or not, you can keep writing laws till you are blue in the face, it won't stop anyone who has enough will to do them.

Is it the free handouts that bother you, or the drugs that bother you? If it is the former, why not just get rid of welfare all together instead of increasing spending and driving up deficits? If it is the latter, why is it ok for the government to force me to pay for fat asses, alcoholics, and other various assorted slobs, drug use is unacceptable. Why is that the line in your mind?

No, it's stupid to invade their privacy, humiliate them, violate their 4th Amendment rights because you think they may be spending welfare checks on drugs instead of their children.

Look on the bright side. Maybe they're dealing drugs and turning a net profit on them.

You have to applaud that kind of industriousness, right? Maybe they'll bootstrap themselves and buy a furniture store or something.

How do you figure that? Do you know how expensive drug tests are to administer? How often will you do them? how many more people will you have to hire to administer them? How much more wages will you have to pay for hours used to administer these tests.?

It doesn't say how often they will occur or how broad the test will be. And why not test for state approved drugs like alcohol or tobacco?

So another state is going to spend millions of taxpayer dollars to save a few thousand dollars by kicking a couple of pot smokers off of welfare. The stupidity continues. More blaming the poor for all of our problems.

The drug testing industry must have one hell of a lobbyist working for them if they could talk a state legislature into this kind of crazy deal.
 
There should be mandatory drug testing for all lawmakers as well as they are paid by the taxpayers.

What's as needed? That isn't specific at all. Why do you want to further empower the government to regulate individuals' lives? I thought Republicans were for freedom or some such shit.

TOPEKA — Calling drug addiction a “scourge in Kansas,” Gov. Sam Brownback signed into law Tuesday a bill to test welfare and unemployment recipients suspected of using illegal drugs.

“This is a horrific thing that hits so many people,” he said. “What this effort is about is an attempt to get ahead of it and, instead of ignoring the problem, start treating the problem.”

The drug testing bill lets the Department for Children and Families require urine tests of any welfare recipient suspected of using illegal drugs. That could be triggered by a person’s demeanor, missed appointments or police records.

Opponents of the bill said that may leave the decision open to people’s biases. But the bill was swiftly approved by the House 106-16 and backed by the Senate on a 29-9 vote.

Senate Vice President Jeff King, R-Independence, called it “the most treatment-focused drug testing bill in the entire country.”

Any person who is tested and failed, can request a second test and be reimbursed for that test, which runs about $50, if they test clean.

Welfare recipients who fail the test will lose their benefits until they complete a drug treatment and job skills program. That’s paid for by federal welfare funds. A second failed test will result in a year-long loss of benefits. A surrogate can apply for benefits on behalf of children whose parents fail a drug test and lose benefits.

Senate Bill 149, effective July 1, also bans anyone convicted of a drug-related felony from getting welfare for five years. Those convicted a second time lose benefits for life.

The testing program for unemployment recipients is similar, although Department of Labor officials will require employers who usually drug test job applicants to submit a list of people who applied and didn’t get a job because they failed a pre-employment drug screen.

The testing, already required of the governor and several other top state officials, now also extends to House and Senate members suspected of illegal drug use.
