Which notes that there has been a decline. Further, it still doesn't tell me the drug, additional offenses or prior history/convictions.

Regarding Federal:Table 14 indicates all Includes trafficking, possession, and other drug offenses. More than 99% of federal drug offenders are sentenced for trafficking.(Because um........jurisdiction.)

What is obvious is that you are running around screaming for the sake of screaming over marijuana...........
