No one knew for sure if the bull market had begun until the Dow hit a higher low on March 11, 2003, closing at 7,524.06. Unemployment continued to climb until June 2003, when it reached 6% -- the peak for that recession.
On September 10th, 2001, the Dow closed at 9,606. It fell as low as 8,236 following the 9.11 attacks. By March 19th, 2002, it closed at 10,635; more than a 1000 points higher than before the attacks.

The Dow (and the other indexes) recovered from 9.11 by March, 2002, just as I said.
And again, you lied when you said all presidents decrease the U6 rate following a recession.
There have been only two since the 1994 U6 changes. And Bush did not reduce it for three years following his first recession.
