That sort of dealer has got to deliver on some sort of goods to satisfy paying customers in order to stay in business. He's also got to have deals in place with the local police department, court system, and neighborhood association to avoid criminal prosecution and civil fines for loitering, criminal trespass etc. Certainly other help from law enforcement to collect debts from customers and enforce purity standards on suppliers.

The guy isn't just "standing there" dealing drugs on a street corner. He has working relationships with customers, suppliers, and beat cops.
