It's not even the proper use of the trolley problem in ethics and philosophy. The trolley problem involves an onlooker having to decide between two tracks, one usually results in the death of a child, the other results in the death of five adults, and making the choice between the two. In Star Trek this was known as the Kobayashi Maru test (which Kirk famously cheated by reprogramming). The point of the exercise is typically about the greater good in a no-win scenario, but there's no right answer.

The only deaths in this scenario are the ones that he is proposing. So it is a false ethical hypothetical, he's only using that to mask his overt suggestion.
