When people talk about the public's low approval rating for "Congress" , it is misleading. When the public thinks "Congress" they think "Washington D.C. establishment" and the federal government. Ask the people to rate the job the "federal government is doing?" well I will do that now: "How would you rate the job the federal government is doing in Washington D.C.?"
