Following a November 2015 report by the independent, in which it quoted NGO rights organization the Palestinian Prisoners Club (PPC) that at least 600 Palestinian children have been arrested in Jerusalem alone in the first half of 2015 and that roughly 40% were sexually abused, a new January 2016 report was also issued by the Independent, this time saying that the Israeli government is torturing children and keeping them in outdoor cages during winter time.

The Independent cited a report published by The Public Committee Against Torture in Israel (PCATI) saying that “children accused of minor crimes were subject to public caging, threats and acts of sexual violence and military trials without representation.”

Upon a visit by Israel’s Public Defender’s Office (PDO) lawyers, shocking details of happenings in the detention facility was uncovered.

“During our visit, held during a fierce storm that hit the state, attorneys met detainees who described to them a shocking picture: in the middle of the night dozens of detainees were transferred to the external iron cages built outside the IPS transition facility in Ramla,” the PDO described the scene on its website.

“It turns out that this procedure, under which prisoners waited outside in cages, lasted for several months, and was verified by other officials.”

The report said the incident in Ramla was just one example of a broad range of abuses being suffered.

As for the charges upon which the children are detained, the PCATI quoted figures from the campaign group, noting that “The majority of Palestinian child detainees are charged with throwing stones.”

74 per cent of these children experience physical violence during arrest, transfer or interrogation, the reported added, underscoring that Israel was the only government to systematically prosecute children in its military courts, and added that “no Israeli children come into contact with the military court system”.

In the first three weeks of November 2014 alone, Israel kidnapped at least 380 Palestinians from across the occupied West Bank and East Jerusalem.

For the record -- The Public Committee Against Torture in Israel (PCATI) thinks that the plastic hand cuffs routinely used by Law Enf. are "exceptionally cruel" and a form of torture..
 
In 2013 and up until September 2014, the Working Group on Grave Violations against Children
gathered 208 affidavits (sworn testimonies) reporting ill-treatment of children by the IDF, the Israeli
Police, the ISA and the IPS, while under military detention in the West Bank. The military prosecutor
requested that these testimonies be provided to his office for cross-checking purposes, however,
UNICEF is not in a position to share this data. Due to the confidential nature of that data, UNICEF
does not provide direct access to case files to protect the safety and security of victims and
witnesses. This is in line with the Minimum Standards on Child Protection in Humanitarian Action
(Global Child Protection Working Group). 139 children aged 16 and 17 years and 69 children below
the age of 16 provided affidavits to the Working Group.
In these affidavits, children report being subjected to multiple violations throughout the arrest, transfer,
interrogation and detention phases.
• One hundred and sixty two (162) children reported being blindfolded during transfer from the
place of arrest to the police station.
• One hundred and eighty nine (189) children reported being painfully hand-tied upon arrest.
• One hundred and seventy one (171) children reported being subjected to physical violence
during arrest, interrogation and/or detention.
• One hundred and forty-four (144) children reported being subjected to verbal abuse and
intimidation during arrest, interrogation and/or detention.
• Eighty nine (89) children reported being transferred from the place of arrest to the police
station on the floor of the vehicle.
• Seventy nine (79) children reported being arrested at night and 45 children reported being
arrested during clashes or demonstrations.
• One hundred and sixty three (163) children reported not being adequately notified of their
legal rights, in particular the right to counsel and the right to remain silent.
• One hundred and forty eight (148) children reported being strip-searched at the police station
and 76 children reported being strip-searched upon arrival and transfer to IPS detention
facilities.

• Twenty eight (28) children reported being held in solitary confinement at the Al Jalame and
Petah Tikva detention sites inside Israel, while under interrogation by the ISA.
• Sixty three (63) children reported having had to sign a confession in Hebrew.

Interrogations tend to be coercive, including a variety of verbal abuse, threats and physical violence that ultimately result in a confession.

Unlike Israeli children living in illegal settlements in the West Bank, Palestinian children are not accompanied by a parent and are generally interrogated without the benefit of legal advice, or being informed of their right to silence. They are overwhelmingly accused of throwing stones, an offense that can lead to a potential maximum sentence of 10 to 20 years depending on a child’s age.

In 2013, 199 children, on average, were being held in military detention every month, the highest average since 2010.

This is just the propaganda that keeps the issues alive. If 190 Pali children are in detention at any given time -- that WOULD be understandable. And since they are NOT citizen -- somebody has to watch that process.
