Since they have changed the name from Codoba is certainly seems less like a trophy now. However it is needed in the community. No Muslims live in the immediate area, or at least not a large population of them. There are tons of Other mosques in NYC where Muslims are concentrated. So the second half of your claim is dubious at best.

I would like to hear him say "our organization condemns ALL acts of violence in the name of Allah and we likewise condemn all groups recognized as terrorist organizations by the government of the United States. We have nothing to do with them, want nothing to do with them, and will gladly volunteer for ANY scrutiny to prove our sincerity.

Further, as a sign of goodwill, we will take feelings into account and CHOOSE to build our mosque elsewhere"

He could say all those things and probably has. It's called taqiyya which is Islamic deception and perfectly acceptable under sharia law as long as it's for the dawa - spread of Islam. In fact the book Rauf authored had 2 different titles:
