Voters say Congress and the president should work together to reform the tax code.

Instead of unilateral executive action, 69% of voters say they would rather see Congress and the
president work together to reform the tax code. This united approach wins bipartisan support from Republicans (62%), Democrats (77%), and Independents (72%). Only five percent (5%) expressed support for unilateral action by the president, including only 7% of Democrats.

Fair Reform for Growth
 
The problem with unilateral action by the president is that it can be undone. So, ya, congress growing the hell up and getting down to business is the preferable method.
