According to the article, one bird affected would be pygmy owls that are, according to article, "more imperiled in Arizona than in Mexico".

Since those birds are found in both countries, and since they are not migratory, the fence or wall would hardly effect them, those owls can fly and hunt on either side. Beside, these tiny owls could still fly over, and even thru the slabs.
