Yes but at least the house did pass a budget. The senate didn't. They even rejected Obama's budget unamimously. That is what we are talking about. The senate refuses to do their job. Yet hacks from the left tried to say the House also didn't pass a budget. But we know that is a lie.

Ryan was put up to public ridicule after that budget attempt. He is lucky he is still working. That wasn't a budget, it was a big fat joke.

Well, the house has passed budgets. The Senate has not.

No funds can be disbursed with out congressional authorization, but the budget process just dates back to the reforms brought about with the election of Woodrow Wilson in 1913.

The process was never very well respected. It seems to have been totally ignored as early as 1917 during war years and during the depression.

It only started to have any kind of interest by the general public after the world war. By the Johnson administration it began to totally fall apart. The johnson administration pulled Social Security out of the budget. The nixon folks tried to bury congress in paper by submitting 4 variations of the budget depending on different assumptions.

At no time ever was spending by appropriation ever matched to the budget. It has always been the case that the appropriations bills were the final authority.

The only balanced budget was passed by the Republican congress in 2000, which resulted in a sharp and short recession.

After Democrats came into power in 2009 they never passed a budget. The republicans passed a budget in the house after they came into power in 2011. The Senate has ignored it, and has not passed their own version.

I for one have watched the silliness of the whole process since the johnson administration and I am kind of glad that it is going away as a useless dead letter. It has never been anything other than an Italian style comic opera with no more substance than a high school version of Riggoletto.
