Term limits for senators and house members would require an amendment to the constitution which would require approval by 3/4 of both houses, approval by the President, and ratification by the states. Before you would even stand a change of this passing, you have to eliminate campaigning as we know it today. New congressmen spend half their first term learning the ropes and most of the remaining time campaigning leaving little time for real law making.Why not Congress .
