From what I understand, she was not allowing anybody from her office to do that. she refused to resign as well & said 'fining' her was not going to stop her office from not issuing licenses. She brought this upon herself.

Actually, she chose that for herself. She could have resigned. Aside from the 'THOU SHALL NOT COMMIT ADULTERY' that you ignorantly thought was not a sin... she is also sinning by taking taxpayer $$$ in the form of an $80K a year paycheck... you know... another top 10 no no... 'THOU SHALL NOT STEAL'.
