I presume the rationale behind this belief is something like the following
1 HIV could have evolved any time in the last 500,000 years.
If we divide that time into 10 year chunks then the chance of it evolving in any particular 10 year period is 1 in 50,000
HIV appears to have evolved in the first decade that the technology existed to possibly create it in a lab.
Shaving with Occam's razor it sounds implausible that this was a coincidence, hence it probably was created in a lab.
I follow to that point, but
(at least) Two countries had the ability to conduct such research; the USA and the USSR
No country wants to release a weapon before the critical point of conflict, to prevent the opponent from learning how to counter it.
Thus IF HIV is an-made (a possibility however remote it is deemed) then the scenario I see as most credible is that a Beta test among a simian population escaped into the human population. The government responsible then covered their tracks to avoid recriminations.
Going further - such as stating that HIV/AIDS was a deliberate attempt to destroy colored populations (or homosexual populations) seems to much like lunatic fringe conspiracy to me.

.... and he did not serve 6-years in the Marine Corps. He served two:
"From 1959 to 1961, Wright attended Virginia Union University, in Richmond. In 1961 Wright left college and joined the United States Marine Corps and became part of the 2nd Marine Division attaining the rank of private first class. In 1963, after two years of service, Wright joined the United States Navy and entered the Corpsman School at the Great Lakes Naval Training Center"
I joined the year before he did, and making PFC E-2 in two years was no great shakes back then. I was promoted to Cpl E-4 at the end of 27 months in a 4-year enlsitment. They usually give some rank to up-and-comers to keep them in the Corps, so he went on into the Navy at the end of that two years with only one nominal promotion on his sleeve, one that everyone got out of boot camp if they hadn't screwed up royally.
He was already in the Marines. He joined the Navy Medical Corp, which also supports the Marines. He received his six year honorable Discharge.
He was the valedictorian at the corp school and became a cardiopulmonary technician. He was assigned to the Bethesda Naval Hospital, the Navy's premier hospital, as a member of the commander in chief's medical team, and helped care for President Lyndon B. Johnson after his 1966 surgery.
He left in 1967 and the White House awarded him three White House commendations.

My understanding, and no I am NOT a professional biologist, is that the virus which causes HIV is a mutation on the common virus found in African primates. A mutation which occurred and got passed to humans sometime around the mid 50's to early 60's. The technology for dealing with/producing viral weapons was very primitive at that time, but it MIGHT have enabled a lab to induce a mutation and hence create the AIDs epidemic. Just because I doubt it happened does not mean it could not have happened, so I try to keep an open mind.AIDS existed in Africa for years before it showed up here. Long before we had the technology to create designer viruses. It's has existed in Chimpanzees for centuries. Given that chimpanzee is on the menu in many African nations it's suprising that it took as long as it did to make the jump from Chimp to human given the similarities in DNA between Chimp and man..
