Rubbish. The bottom half pays all taxes, directly or indirectly. Most domestic income for the top half depends on wages for the lower half having fallen by over 60% relative to inflation since the 1970's, and of course out-sourcing jobs to ASia and Mexico, courtesy of Federal subsidies and tax breaks for propping up Red China and its labor racketeering Wall Street loves so dearly and both Parties support and continue to shill for. USAID builds those maquilas in Mexico and plants elsewhere with Federal tax dollars.
