They did? Then why did they sign folks up via the federal exchanges that the SCOTUS just approved?

Expanded Medicare to take care of the poorest uninsured was one of the original provisions of the healthcare law. Many red states refused to do that. There are still 4.5 million poor in Texas without healthcare because Texas is one of those.
