They’re motivated by partisanism, not good faith. Their disdain of the current Administration is clearly documented as fact, your posts and the posts of other rightists are proof of that – that you even question the justification for the GOP being blamed is proof of the blind partisanism manifested by the right.

With regard to the ACA, conservative opposition to the Act is also purely partisan, not based on the merits of the Act. The GOP is fully blamed for the shutdown because whether the ACA is funded or not, or whether certain provisions are delayed or not, has nothing whatsoever to do with funding the government and paying the government’s bills.

And if republicans were truly concerned about perceived problems with the ACA, they’d either participate in addressing those problems to make the Act more efficient or propose their own plan to ensure Americans have access to health insurance and healthcare. Instead, the GOP does neither, content with allowing millions of Americans to continue to needlessly suffer absent access to affordable healthcare – again, for purely partisan reasons.

The American people know this, and blame the GOP accordingly and correctly.

Legislation, including things like the CR bill, require approval by both houses of the legislative branch and the executive branch of the federal government.

The GOP has the House of Representatives, they use that to obstruct any CR bill unless they get their way with ACA.

This would be true if you ignore that the senate could pass the house bill and Obama could sign it ending the (so-called) shutdown.

How are bills usually passed? Via conference committee & compromise. The process has been sullied by radical Republicans who can't seem to understand a capitulation to their demand that the President delay a law by the President sets a dangerous precedent.
