No suggestions for armed citizen response, color me shocked. In most active shooter situations everything is over before the police arrive and you can bet they'll have plenty of crime scene tape, chalk and evidence markers.

Well.. personally I think it was suggested because homeland security assumed the attacker would be armed with paper.. and scissors beats paper every time.. but, God forbid, the attacker ever come armed with rocks.. everyone is screwed
