Hold the 3 Central American Countries Accountable

Everyone by now knows about the flood of illegal aliens streaming into the US from 3 Central American countries (El Salvador, Guatemala, and Honduras). These are almost entirely woman and children. The news videos of these poor people are heartbreaking.

Even a staunch anti-immigrationist like myself, can't help feeling sorry for them. And although I'd like to help them, I know that they are a harm to America in many ways, and they cannot be allowed to stay (although they will, by US law *)

What hasn't been discussed enough (if at all) is the role of the governments of these 3 nations. What on earth is wrong with them ? Can they not care for their own people ?
We all know what a train wreck Mexico is (and if you don't, see my expose' OP on that **)

But what's up with these 3 countries ? Why are they so bad off that their people see a need to run away from there ? And who is holding these countries accountable for sending their children to America en masse? Something this monumental and cataclysmic does not happen on its own; these governments are either criminally negligent in caring for their own people, or are insidiously encouraging them to migrate across the US border illegally.

Adding to the lunacy of all this is that these countries receive big bucks from the USA, annually. So they take $$$$ from us, and then use us as a dumping ground for the unwanted poor ? According to the Congressional Research Service, Guatemala, El Salvador, and Honduras receive $65.2 million, $22.3 million, and $41.9 million in foreign aid respectively. Some more funds are funneled to these countries through sundry programs run by the State Department, such as the Western Hemisphere Regional program. Recently, the House Appropriations Committee marked up the annual appropriations bill funding the State Department’s budget. If this bill comes to the floor, conservatives should push for some sort of conditioning of foreign aid, to their commitment to stem the tide of the migration. (AT THE VERY LEAST)

* Unaccompanied minors fall under the bipartisan law, William Wilberforce Trafficking Victims Protection Reauthorization Act of 2008, which passed the House and Senate unanimously and was signed into law by President George W. Bush.
That law says the children cannot be sent back. They must instead be held humanely by the Department of Health and Human Services until the courts release them to a “suitable family member” in this country.
The child “shall be promptly placed in the least restrictive setting that is in the best interest of the child,” the law stipulates. “Placement of child trafficking victims may include placement in an Unaccompanied Refugee Minor program … if a suitable family member is not available to provide care.”

The governments of Guatemala, El Salvador, Honduras, and Mexico need to step in and put a stop to all this madness. They need to do it NOW. If they don't they should be given ONE warning to get on it fast and stop it. If they don't, we should cut off all economic aid to them. If they still don't take action, Obama should authorize the US Navy to blockade their coastlines, and stop all trade and shell some of their govt buildings, with ship to shore missles, as well as those fired from fighter jets in multiple airstrikes.
