Just anecdotally, being in a swing state, I have sat and watched entire commercial breaks be political ads bought by the same campaign run back to back or dueling ads that kind of run together to be a funny "They both suck" single ad. It is not effective to do that.

They don't. It just applies to federal campaigns. PACS do not get equal airtime. Other races do not either, but most will gladly take their money because ad contracts usually are for rotations and the last TV ad package I bought for work had language reserving the right to bump you and move your ads if need be for breaking news, political ads, etc.
