What critics of the foundation chose to ignore is the foundation is not a grant foundation such as the the Rockeffer Foundation or Melinda and Bill Gates Foundation.

Most of the money raised by the Clinton Foundation is spent directly on programs, and not as grants to other charitable organizations. Thus, the foundation spends a very large percentage of their donations in salaries to the people who are actually doing the work in Africa, South America, and throughout the word. They employ teachers, agricultural specialist, technologists, engineers, consultants, and program managers.

Looking at the Clinton Foundation audited financial statements and tax returns, you will see the following:
The foundation spent 95 million dollars on salaries out of 330 million in donations and grants so one might conclude that the foundation is a real ripoff until you see 79 million (83% of total salaries) were spent on programs services, 12 million (13%) on management salaries, and 3 million (4%) on salaries for fund raising.

From IRS form 990, you will see a list salaries for all board members but you will not see any salaries paid to the Clintons.

Most of Clinton Foundation donations come from large donors donating more than a million dollars, mostly grant foundations such as the Melinda and Bill Gates Foundation. The people that run these foundations are not dummies. They employ people that do nothing but investigate charities. If even 1% of the accusations leveled at the Clinton Foundation were true, they would not be donated millions every year. The reason for the attacks on the foundation is purely political.
