Calling something an 'investment' implies choice, risk, and yes gain. When a private citizen invests they do it with their money. I have no problem with that. Taking from others to 'invest' is not a choice and there is nothing noble about it. It is basically legalized theft.
It would be one thing if we didn't already have state government, or county government, or city government. These are the institutions where these decisions should be made. Leaving these decisions to a distant government bureau that has no invested interest in your local area (unless you live in DC) is folly!
