I know that every campaign promise Barack Obama makes has an expiration date … but this is ridiculous. The confetti is barely off the floor at the Time Warner Cable Arena in Charlotte, North Carolina after Obama’s acceptance speech, and already we find out that he’s flip-flopped. Besides, what do right wingers care about a bunch of old people anyway. We know they don't care about the middle class and we know they hate the poor. So for them to attack a plan where they think people get less help doesn't make sense. Remember "let him die"? Remember "Feed the poor and they will breed"?

Kinda like the way you failed to look it up before describing Ryan's plan as a voucher system? Do you get a different set of rules than Republicans?
 
They are doing it just to show what a designed failure looks like. Romney never said that seniors today would be put on a voucher program but that younger people would be given a choice as to whether to participate in a voucher program if they wanted to.

Yup....the idiots on the left have decided to demonize vouchers....because they take money out of the pockets of.........Democrats.

A voucher system takes money away from Congress so they can't touch it. That's why they're so against it. They demonized it just like they did spending-cuts. Calling it terrorism.

Medicaid managed care is not new (the majority of Medicaid enrollees are in managed care plans), nor is it a voucher. Capitation doesn't put Medicaid enrollees at risk, as the Medicaid program pays for all Medicaid-covered benefits.

Voucher programs ala Romney-Ryan, on the other hand, are designed to put enrollees at risk precisely because screwing over enrollees is cheaper for the government. That's why people don't want to voucherize the public health insurance plans; instead of guaranteeing access to the benefits to which they're (until Romney-Ryan take power) entitled by law, they offer you some cash and wish you good luck in finding a health insurer offering a plan that meets your needs.

Medicaid managed care offers Medicaid beneficiaries all the benefits to which they're entitled and the Medicaid agency retains financial responsibility for those benefits, they just allow competing private plans to administer them under contract with the Medicaid program. Medicaid beneficiaries in managed care states (which is virtually all of them now) are not left out in the cold, nor are they asked to pay more because the Medicaid program feels like paying for less.

Or put more simply: vouchers are Romney-Ryan's way of getting the federal government out of its Medicare responsibilities, at the expense of seniors; Medicaid managed care is not an attempt by state Medicaid agencies to get out of their obligations to Medicaid beneficiaries.
